TAKING ACTION.

Carl I. Hagen is disappointed with Dag Terje Andersen’s handling of the pioneer-divers case. Now the Vice Presedent of the Storting (Parliament) takes action.

Carl I. Hagen warns action in the Storting regarding the labour ministers behaviour.

- I must say it is quite shameless for a cabinet minister in the control and constitutional committee to claim everything is in perfect order regarding the pioneer-divers mandate, without considering their view of the matter.

Particularly based on the fact that a member in the pioneer-divers committee in a public statement claimed that unclearness in the mandate made their work difficult, says Carl I. Hagen.

Supplemental answer.

In a letter addressed to the Labour-Minister on December 3, asked the Control And Constitutional Committee:

Is it correct that the pioneer-divers committee refused requests based on a lack of clearness in the Storting’s mandate towards the committee?

The vice-president informs that he is far from satisfied with the answer which he received in a letter from Dag Terje Andersen.

-I`m going to demand a supplemental answer. If the Labour Department does not take responsibility clarifying the mandate, the Storting should consider giving the pioneer-divers committee the clarification it needs in order to handle the disputes once more, says Carl I. Hagen.

Pointing out weaknesses.

Chief physician Kari Todnem in the pioneer-divers committee, in Dagbladet on November 30th, pointed out weaknesses in the mandate regarding payment of compensation, and asked the criteria to be clarified.

On December 15th, in his answer to the control- and constitutional committee, Dag Terje Andersen claims that the Pioneer-Divers Committee has not denied any applications based on lack of clarification in the Storting’s mandate.

This is not correct. We have time and again asked his department for advice, as the mandate was unclear. The answer was always that we had to find out for ourselves, comments Kari Todnem.

Strong reaction.

She reacts strongly to the cabinet ministers way of phrasing his letter, in which he says that the Labour-Department cannot do interpretation of the Storting’s criteria.

-Dag Terje Andersen totally denies responsibility. However, this is how it has been all the time; they keep their backs clear, leaving us with all the doubt.

As a consequence of requests from the pioneer-divers committee, it would be logical for the minister of cabinet to discuss the mandate in the Storting, says Kari Todnem.

Carl I. Hagen is surprised by the Labour-departments behaviour towards the Pioneer-Divers Committee.

The Department chooses to be on the side-line in stead of taking responsibility. They may interpret the mandate freely. They pretend not to have the necessary authority to do so, says Hagen.

The Pioneer-Divers Committee:

* On March 9th 2004, the Storting decided that pioneer-divers who had suffered health-injuries related to work in the North Sea may seek compensation.

* The Government appointed a committee to administer this arrangement.

* The committee is being led by magistrate Stein Husby. Other members being: Chief physician Kari Todnem, diploma economist Ann Høgman, cand.med. Odd D. Hellesøy and minister to seamen, Petter Skants.

* The Pioneer-Divers Committee has evaluated 318 appliances. 208 pioneer-divers have each been acknowledged  NOK two millions in compensation. 33 individuals left behind by 20 deceased pioneer-divers have been compensated as well.
